The plain Mr Jinnah

By Saad Hafiz:

Muhammed Ali Jinnah who founded Pakistan in 1947 was a refined, anglicised and secular Indian Muslim and lawyer. To Indian Muslims he was a man of sterling personal qualities, the Quaid-e-Azam, ‘Great Leader’. To many Indians, Jinnah was an anti-Hindu demagogue and a political shyster, an unyielding humour-less man with a vainglorious nature. To the colonial masters,
Jinnah was a worthy adversary who respected British constitutional and liberal political traditions.

Jinnah has been described as a highly conventional politician, who can take no credit for original political thinking at any point. His ‘-isms’ were nationalism and liberalism. He began his career thinking within an ‘Indian’ framework, in the sense of nationalist opposition to British rule. Later, he renamed India’s Muslim community a ‘nation’ and continued his opposition from a narrower base. His resistance to colonialism, then Hindu majority rule, were both for the sake of liberal values: self-determination and political rights. It is thus entirely possible to read Jinnah in western terms, despite the Muslim label.

Jinnah was not averse to turning to religious elements when he desperately needed anything that would bolster support. His critics have tended to focus on this, ignoring the fact that he was only using religion for political purposes — something we have seen elsewhere as well. Jinnah himself was a frequent target of Islamist criticism for being too secular and not being a strong proponent of Islamic religious laws. Jinnah also wanted a secular state and yet Pakistan became an Islamic state.

Jinnah was also the only Muslim leader to have been able to stand up to the Congress party and the British on a regular basis, asserting Muslim independence from Hindu and British interests and power. This, rather than his western lifestyle, was the point upon which many Muslims focused the most. In a community that had had few powerful and charismatic leaders to whom people could point with pride, Jinnah became a hero.

Jinnah had made himself the foremost representative of the Muslims by a devotion to what he thought was in the best interest of the Muslims. He had secularist leanings. Jinnah was a sophisticated man who disliked the Hindu and Muslim small-mindedness that produced what some call fanaticism. He did not like holy men or mullahs.

Nationalist and secular in nature, the Jinnah-led All-India Muslim League relied on developing Muslim national consciousness as a means of uniting them against perceived adversaries, the Hindus and the British. The ‘renaissance’ of Indian Muslims was striven for through secular means while the historical basis was constituted at least largely on the basis of religion. This secular/religious ideological contradiction continues to plague Pakistan today.

Jinnah had been asking for Partition ever since 1940 but the Congress had resisted. Then with the country becoming ungovernable, their idea was to get the best India and create the worst possible Pakistan. Jinnah had no choice but to accept the Partition as he had asked for it so often. He wanted a bigger Pakistan but he got a smaller Pakistan and the provinces he got were poor. Therefore, Pakistan was a poor country from the start.

Jinnah had big ideas but he never had the time to resolve them at a local level or in any detail. His vision of Pakistan was that it should not be Hindu-dominated or British-dominated and filled with Muslims. But he made few attempts to define what a Muslim nation was.

The communal approach of the Muslim League under the leadership of Jinnah stoked and contributed to the stark horrors, contention and strife of the Partition.

Once Pakistan got its independence, Jinnah famously stood up and said that it was to be a liberal democracy that would respect the rights of minorities, including Hindus, Christians and Sikhs. Jinnah would not like the Pakistan of today because of the poverty and intolerance.

    maggu bi,

    this apply on you

LUCKNOW: Two students from Lucknow have sent a legal notice to Press Council of India chairperson Justice Markandey Katju for his comment at a seminar last week that “90% of Indians were idiots.”

The notice to Katju was sent by law student Tanaya Thakur and her brother, Class XI student Aditya Thakur.

Both said they found the comments hurtful: “We are deeply hurt and humiliated by Justice Katju’s words,” the duo said Monday, adding that Justice Katju’s statements “would depreciate the reputation of India and its citizens”.

“A person of Justice Katju’s stature should have deliberated on the implications of his statement,” they told IANS, and sought a public apology from the former Supreme Court judge.

The students said that if a public apology was not forthcoming, they would move the court in a month’s time.

At a seminar in New Delhi last week, Justice Katju had claimed that at least 90 percent of Indians are “idiots”, easily be misled by mischievous elements in the name of religion.

“I say ninety percent of Indians are idiots. You people don’t have brains in your heads… It is so easy to take you for a ride,” he was quoted as saying at the seminar.

He said that a communal riot could be set off in Delhi for a palty sum of Rs 2000 as all somebody has to do is disrespect a place of worship and people will start fighting.

“You mad people will start fighting amongst yourself not realising that some agent provocateur is behind this,” he said.

Calling 80 per cent of Hindus and Muslims communal, Katju said that this is the bitter truth that he was saying.

Blaming the English regime for this crisis, the retired Supreme Court judge said that it was the policy of the regime post the 1857 revolt to control the country.

He further said that he was saying such things to make Indians understand what was happening and not to remain fools. (Agencies)

This is a lament often heard that Pakistan was unlucky that Jinnah lived only for a year after independence, else Pakistan’s fate would be different. Wondering if we could have a write-up on PTH, on what exactly occupied Jinnah, after Pakistan’s independence. Did he lay out any policy framework or make any will or statements, intended for his successors, probably knowing that his end wasn’t far? Basically what did Jinnah do from August 14 1947 to his untimely death?

Now Allah’s pure government in the land of the pure can’t be wrong. More so since the pure citizens of the land of the pure sign a certificate asserting that Ahmedis are not Muslims each time they apply for a passport or driving license. Vish
This is a myth that had Jinnah lived longer Pakistan would have been different. Lets take a look at the brief tenure of Jinnah as “ruler of Pakistan”

Jinnah lived for only one year after the birth of the nation, but in that time he set the standard of a top-down administration, adopting
the style of Moghul emperors, not democratic leaders. To begin with, Jinnah decided not to become the country’s first prime minister, instead choosing to be the Queen’s representative to the new country as her first governor general. By any parliamentary standards or tradition, the post of governor general is largely ceremonial. It has the all the pomp and ceremony, but little true executive power.
However, in the words of British Lord Louis Mountbatten, who oversaw the independence of India and Pakistan, Jinnah was incapable of resisting “pomp, the gaudy ceremonials of the top office of the state for which he had worked so hard.”

When Mountbatten tried to explain to Jinnah that, under Pakistan’s interim constitution, the governor general was a ceremonial head of state and real power lay with the prime minister, Jinnah told him curtly, “In Pakistan, I will be the Governor-General and the Prime
Minister will do what I tell him.” And that is how history would record his one year in office. Jinnah revoked the authority of the
Muslim League parliamentary group and chose the country’s new prime minister. He also named his prime minister’s first cabinet for him, and if that was not enough, as governor general also sat in cabinet.

There is no question that Jinnah was an extremely popular leader, and his very word was the law. However, as is the case with all popular benevolent dictators, instead of leaving behind institutions of democracy, he left a trail of authoritarian precedents that are
invoked and implemented to the nation’s detriment even today.

In the summer of 1947, one week after swearing in his new prime minister and cabinet, and as Pakistanis were celebrating their first
Eid-ul-Fitr holiday after Ramadan, Jinnah broke another sacred principle of democracy. He dismissed the duly elected provincial
government in the North West Frontier Province (NWFP), which borders Afghanistan. Dr. Khan Sahib, the chief minister of the province, had a comfortable majority. Jinnah installed his own party as the government, but when it failed to get a vote of confidence, he arranged to have all the dismissed members arrested, creating an artificial majority.

Nine months after dismissing the NWFP government, Jinnah demonstrated his arbitrary power again. This time he dismissed the government in the province of Sind, which belonged to his own party, the Muslim League. And as if this were not enough, the ailing leader of Pakistan then tried to stage a palace coup inside the provincial government of Punjab. In less than a year of the nation’s existence, the man who had created Pakistan as a democratic state for the Muslims of India had gone against the grain of democracy, invoked Islam to bring discipline among those who protested, and mere weeks before he passed away, declared to the country’s majority Bengali population that their language was not worthy of being the nation’s national language as it was not a “Muslim” language. Before he died, he had sown the seeds of the country’s breakup. The so-called language riots that broke out after Jinnah’s “Urdu Only” speech were the first step towards the ultimate secession of East Pakistan and the birth of Bangladesh.

After Jinnah’s death in 1948, the top-down authoritarian model grew in strength. If the Father of the Nation had set the precedent of arbitrary rule, who would dare stand in the way? The first test of democracy came in May 1949, during a by-election in the constituency of Tangail in then East Pakistan. To the shock of the ruling Muslim League, the party lost the election to the nascent opposition. Stung by the loss and taking it as a personal insult, Prime Minister Liaquat Ali Khan declared the result null and void and the newly elected member of the constituent assembly was jailed along with numerous other opposition activists. One of those arrested, prominent communist leader Moni Singh, was to spend a total of twenty-two years either in jail or underground. He walked in freedom again only after Pakistan broke up in 1971.

After Jinnah’s death, the Islamists swooped in for the kill. Those who had opposed the creation of the country now became its guardians. With Islamists flexing their muscles on one side and a constitutional crisis looming, the new governor general, Ghulam Mohammad, upped the ante and outdid Jinnah. In 1952 he fired the prime minister, dismissed the cabinet, and started ruling by decree. By 1954, the country was lurching from one crisis to another, with the ruling party suffering massive defeats across the country in provincial elections. As the country was celebrating the founder’s birthday on Christmas Day, 1954, the governor general dissolved the Constituent Assembly. If Governor General Jinnah could dissolve provincial legislatures, surely, his successor argued, he could dissolve the federal legislature.
